Illinois Commerce Commission may establish a program to promote energy saving programs for residential and small commercial customers using devices like thermostats, lights, and plugs.

Energy saving program shall not discriminate based on brand names and must include incentives for both homeowners and renters.

Commission must initiate a collaborative workshop by September 1, 2018 and every 2 years thereafter with stakeholders, retail electric suppliers, energy savings advocates, and industry representatives developing energy savings devices and applications.

Any recommendations from the workshop process shall be included in the annual report of the Office of Retail Market Development.
