Amends Section 20-110 of the Public Utilities Act to require the Office of Retail Market Development's annual June 30 report to include the combined value of additional products and services offered by competitive retail electricity suppliers.

Report must include the cash value of energy control technologies provided, megawatt hours of energy savings from customer use of such technologies, megawatt hours of renewable energy exclusive of state-mandated purchases, and total cash or cash equivalent offers.

Authorizes the Illinois Commerce Commission to include other energy savings and marketing savings programs in the report as they develop in the competitive electricity market.
