Requires each election authority in Illinois to mail vote-by-mail ballots to all registered voters for the 2020 general primary election.

Provision for mandatory mail ballots in 2020 primary expires the day after the election occurs.

Allows cities to adopt ordinances or resolutions permitting their election authorities to mail ballots to all registered voters for local elections after the 2020 primary.

Mailed ballots must be sent a reasonable amount of time before election day, and voters may still cast ballots in person regardless of receiving a mail ballot.

Authorizes the State Board of Elections to adopt rules necessary to implement these all-mail election provisions.
