Prohibits employers of law enforcement officers from requiring possession of a Firearm Owner's Identification Card as a condition of continued employment if the card was revoked or seized solely because the officer was a patient at a mental health facility and has not been determined to pose a clear and present danger by a physician, clinical psychologist, or qualified examiner.

Preserves employers' authority to determine officer fitness for duty through other means, ensuring this prohibition does not impair general disciplinary or fitness assessment procedures.

Exempts the Firearm Owner's Identification Card employment requirement from the general collective bargaining agreement exemption in the Uniform Peace Officers' Disciplinary Act, effective upon the act becoming law.

Allows existing collective bargaining agreements in effect at the time of enactment that address Firearm Owner's Identification Card requirements to remain unchanged and not be modified.
