Amends the Public Employee Disability Act (5 ILCS 345/1) to expand the definition of "eligible employee" to include part-time law enforcement officers and part-time firefighters, in addition to full-time officers and firefighters.

Extends disability benefits to part-time employees employed by the State of Illinois, local government units, state-supported colleges or universities, or other public entities.

Provides that compensation and benefits for part-time employees shall be calculated based on the percentage of time the part-time employee was scheduled to work.

Maintains existing provisions that eligible employees injured in the line of duty continue to receive pay on the same basis as before the injury for up to one year, without deduction from sick leave, compensatory time, vacation, or service credits.

Specifies that the Act does not apply to home rule units with a population exceeding 1,000,000.
