Department of Lottery must offer a special instant scratch-off game beginning January 1, 2019 (or as soon thereafter as practical) with net revenue deposited into the Autism Research Checkoff Fund.

Net proceeds from the autism scratch-off game fund research on autism detection, prevention, screening, and treatment, with grants made to public or private Illinois entities and no more than 20% of funds used for overhead costs.

Amends the Illinois Lottery Law to include special instant scratch-off game receipts as money deposited into the Autism Research Checkoff Fund, along with income tax checkoff receipts and other donations.

Department may adopt rules necessary to implement and administer the autism scratch-off game, with provisions of this section governing over conflicting lottery law provisions.

Legislation takes effect immediately upon becoming law.
