Department of Transportation shall assist Illinois Environmental Protection Agency in conducting a study of environmental, noise, and human health impacts caused by runways and air traffic at Chicago O'Hare International Airport.

Study shall monitor actual noise levels experienced in 2019 and 2020 and examine impacts of air pollution, noise pollution, aircraft emissions of gases and fluids, and similar factors on quality of life, health, and property values of residents adjacent to airport flight paths.

Illinois Environmental Protection Agency shall submit a written report of study findings to the General Assembly by October 31, 2020, filed electronically with the Clerk of the House and Secretary of the Senate.

Amends the Environmental Protection Act to add subsection (bb) to Section 4, establishing the Agency's authority and duty to conduct the O'Hare environmental impact study with Department of Transportation assistance.
