Amends Illinois Vehicle Code Section 11-1426.1 to permit non-highway vehicles (all-terrain vehicles, golf carts, off-highway motorcycles, and recreational off-highway vehicles) to make direct crossings of streets, highways, and roads under specific conditions.

Non-highway vehicles may cross if they approach at approximately 90 degrees, come to a complete stop, yield to all pedestrian and vehicular traffic, and cross divided highways only at intersections.

Prohibits non-highway vehicles from making direct crossings on tollroads, interstate highways, or controlled-access highways, except at intersections with other public roads.

Requires non-highway vehicles operated on roadways to have brakes, steering, tires, mirrors, reflectors, headlights visible 500 feet ahead, tail lamps visible 100 feet behind, brake lights, and turn signals; operators must have valid driver's licenses.

Permits all-terrain vehicles and recreational off-highway vehicles to operate on county and township roadways for farming purposes without certain safety equipment requirements, but they must have appropriate insurance coverage and headlamps/tail lamps when operated between sunset and sunrise.
