Requires the Department of Commerce and Economic Opportunity to award grants to local business groups to research and address small business concerns related to minimum wage changes.

Grant funds must be used to research the potential impact of phasing in a minimum wage increase to $15 per hour by calendar year 2023.

Grants recipients must submit annual reports to the Department analyzing the impact of minimum wage increases on businesses of different sizes, including effects on business revenue and sustainability.

Department must consolidate all recipient reports and submit a comprehensive report to the Governor and General Assembly by January 1 each year, with the first report due January 1, 2019.

Act takes effect immediately upon becoming law.
