HB5340 Summary: License to Work Act

• Eliminates driver's license suspension or cancellation based on failure to pay fines/penalties for toll violations, parking violations, standing violations, and compliance violations.

• Reinstates driver's licenses that were previously suspended or cancelled due to sex offense convictions, mental disability determinations, liquor control violations, or theft of motor fuel convictions.

• Removes requirement that notices inform violators that failure to pay fines will result in license suspension, replacing it with requirement to state consequences "in clear and unambiguous language."

• Repeals provisions authorizing Secretary of State to suspend driving privileges without preliminary hearing for certain violations and removes authority to suspend licenses based on unpaid parking/standing violations (10+ violations) or toll violations (5+ violations).

• Effective immediately upon enactment.
