Amends the Early Intervention Services System Act to require the Department of Human Services and Illinois State Board of Education to jointly develop and implement a state policy allowing parents to continue early intervention services for children with disabilities until age 5 or kindergarten eligibility.

Extended early intervention services must include an educational component that promotes school readiness and incorporates preliteracy, language, and numeracy skills.

Applies to children with disabilities who are eligible for services under Part B of the Individuals with Disabilities Education Act and who previously received early intervention services.

Implementation requires the lead agency to hold public hearings on the new policy and comply with all applicable federal requirements under 20 United States Code 1435(c).

Takes effect January 1, 2019.
