HB5459 Summary

• Creates a temporary exemption from January 1, 2018 to January 1, 2022 allowing standardbred horses with qualified Illinois stallion sires to be registered as "Illinois conceived and foaled" even if not fully bred in Illinois.

• Permits semen from Illinois stallions to be transported outside the state during the 2018-2022 period, reversing the normal prohibition on out-of-state semen transportation.

• Suspends the requirement that mares be in Illinois for 30 days before or during foaling, and eliminates requirements for insemination and foal birth to occur within the state during the exemption period.

• Provides that stallion owners cannot be disqualified solely for transporting semen out of state during the 2018-2022 exemption window.

• All modifications sunset on January 1, 2022, after which standard Illinois conceived and foaled breeding requirements are fully restored.
