Defines "utility terrain vehicle" as a motor vehicle weighing 2,000 pounds or less with specific safety features including steering wheel, headlights, tail light, brake light, seat belts, and rollover protection, designed primarily for off-highway use.

Allows utility terrain vehicles to operate on roadways with speed limits of 55 miles per hour or less that are not State highways or interstate roads, provided the vehicle is licensed and registered in the county where the roadway is located.

Prohibits operation of all non-highway vehicles (ATVs, golf carts, off-highway motorcycles, recreational off-highway vehicles, and utility terrain vehicles) on streets with speed limits over 35 miles per hour, except utility terrain vehicles on qualifying roadways per the new provision.

Requires operators to have a valid driver's license and mandates non-highway vehicles have brakes, steering apparatus, tires, rearview mirror, reflectorized warning devices, headlights and tail lamps visible at specified distances, and brake lights with turn signals.

Permits municipalities, townships, and counties to authorize non-highway vehicle operation by ordinance after determining public safety will not be jeopardized and appropriate signs are posted.
