Allows counties with appointed county assessors or supervisors of assessments to change to electing these positions through county board ordinance or petition signed by 2% of registered voters.

Requires a referendum to be placed on the next general election ballot asking whether the county assessor or supervisor of assessments should be elected rather than appointed.

Upon referendum approval, the assessor or supervisor of assessments shall be elected at the next general election and every 4 years thereafter, with the appointed official's term ending when a successor is elected and qualified.

Establishes that if an appointed official's term ends before a successor is elected, the county board presiding officer may appoint a trustee to serve until the elected successor qualifies.

Provides for temporary appointment to fill vacancies in the elected position for the remainder of the unexpired term.
