Creates the Ethics in Public Contracting Act to promote inter-governmental cooperation and public disclosure of entities suspended, debarred, or otherwise limited from entering public contracts.

Requires any public body that suspends, debars, or limits a person's ability to enter public contracts to report to the Secretary of State with the public body's name, the person's legal name and registration number, and a summary of the action taken.

Mandates the Secretary of State establish and maintain a website called the Ethics in Public Contracting Portal within 12 months to compile suspension and debarment information from all public bodies.

Allows public bodies to reciprocate (adopt) another public body's suspension, debarment, or contractual limitation against a person.

Requires the Secretary of State to adopt rules implementing the Act and establish a review process for persons to petition for removal from the Ethics in Public Contracting Portal.
