Amends the Code of Civil Procedure to require a separate notice be included with summonses in debt collection actions, containing specified debtor rights language in large, prominent font.

Notice must inform debtors they can protect Social Security, SSI, public benefits, veterans benefits, retirement benefits, motor vehicle equity, home equity, and bank accounts.

Notice must state debtors can stop creditor phone calls, verbal abuse, and threats, and have rights to privacy, court review of settlement agreements, and request reasonable payment plans.

Notice must include dollar amounts of statutory exemptions for vehicles, homes, and bank accounts, plus name, address, and phone number of at least one legal aid provider in the same county.

Court clerks must post the notice in courtrooms or hallways and make it available for distribution in all courtrooms handling debt collection cases, effective immediately upon enactment.
