Secretary of State shall issue distinctive registration plates for non-highway vehicles (all-terrain vehicles, golf carts, off-highway motorcycles, and recreational off-highway vehicles) that meet specified safety requirements including brakes, steering, tires, mirrors, lights, reflectors, and slow-moving emblems.

Non-highway vehicles with registration plates may operate on streets and highways with posted speed limits of 35 mph or less, or on county highways with speed limits of 55 mph or less, and may make direct crossings at intersections of higher-speed roads.

Owners must pay an annual registration fee of $76, distributed as $1 to State Police Service Fund, $30 to State Road Fund, and $45 to county road fund.

Operators must have a valid driver's license and vehicle insurance meeting mandatory coverage requirements under Article VI of Chapter 7 of the Vehicle Code.

Non-highway vehicles used for farming operations on county or township roads are exempt from equipment and insurance requirements but must have headlights and taillights when operated between sunset and sunrise.
