Amends Section 3-109 of the Illinois Pension Code to add a new subsection (a-5) establishing that a chief of police who voluntarily enters into an irrevocable agreement with a municipality to not participate in that municipality's pension fund is ineligible to participate in that fund.

Maintains existing exclusions from pension fund participation including part-time officers, special officers, night watchmen, temporary employees, traffic guards, auxiliary police officers, and civilian police department employees performing clerical duties exclusively.

Preserves provisions allowing certain previously excluded individuals to elect participation through written application within specified deadlines, with options to establish creditable service for prior employment periods by paying required contributions plus interest.

Applies specifically to employees of the Village of Shiloh and Village of Glen Carbon who missed initial application deadlines, allowing them to apply by specified dates with provisions for back contributions and employer payments.

Takes effect upon becoming law.
