Authorizes local governments to provide housing needs assessments, permanent or affordable housing, and supportive services (job training, substance abuse counseling, mental health programs, transportation, child care) to persons experiencing homelessness in public spaces.

Grants homeless individuals the right to request housing in specific geographic areas based on community ties, service access, employment opportunities, and public transportation availability.

Prohibits local governments from requiring persons to vacate public spaces unless adequate affordable and permanent housing units are available within the locality and a permanent housing option is offered.

Protects homeless individuals' right to decline assessments and services and prohibits disposal of their personal belongings.

Requires the Department of Human Services to annually compile and distribute a list of homeless and housing services available throughout Illinois to each local government.

Allows civil lawsuits for violations with potential awards of injunctive relief, declaratory relief, actual damages, and attorney's fees to prevailing plaintiffs.
