• Establishes a special instant scratch-off lottery game for State police memorials, commencing January 1, 2019 or as soon thereafter as practicable.

• Directs net revenue from the State police memorials scratch-off game to the Criminal Justice Information Projects Fund, distributed equally and at least monthly to the Chicago Police Memorial Foundation Fund, Police Memorial Committee Fund, and Illinois State Police Memorial Park Fund.

• Authorizes use of distributed funds for building and maintaining memorials, annual commemorations, scholarships for children of fallen or catastrophically injured officers, financial assistance to police officers and families, and purchase or replacement of bulletproof vests.

• Amends the Illinois Lottery Law to add Section 21.10 establishing the scratch-off game and modifies Sections 2, 9.1, and 20 to reflect the new game in lottery fund distribution provisions.

• Amends the Illinois Criminal Justice Information Act to include lottery scratch-off revenue among sources that may be deposited into the Criminal Justice Information Projects Fund.
