Extends the validity period of expedited temporary occupational or professional licenses issued to service members and their spouses from 6 months to 3 years after issuance.

Makes application fees for expedited temporary licenses refundable, changing from non-refundable to refundable status.

Defines "service member" as current active duty or reserve U.S. Armed Forces members, National Guard members, or those whose active duty service concluded within the preceding 2 years.

Requires service members' military experience and training to be credited toward years of practice and education requirements for occupational or professional licensure when substantially equivalent to state standards.

Applies the same expedited licensing provisions to spouses of service members who meet equivalent requirements and are assigned to or residing in Illinois.
