Repeals provisions in the Illinois Vehicle Code that limited the distance between the kingpin and center axle of semitrailers longer than 48 feet to 42 feet 6 inches in non-State highway combinations.

Removes the exemption that previously allowed livestock trailers to exceed the kingpin-to-rear-axle distance restrictions.

Applies to multiple highway classifications (non-State highways, Class I, Class II, and Class III highways) by making paragraph (4) blank in each relevant subsection.

Eliminates specific measurement requirements for semitrailers used in truck tractor-semitrailer and truck tractor-semitrailer-trailer combinations while maintaining other length and dimension limitations.
