Amends the Transportation Network Providers Act to require transportation network companies (TNCs) to implement a policy allowing drivers and passengers to identify each other.

Requires both TNC drivers and passengers to provide a photograph meeting passport specifications (head and shoulders only, not full-body) in the TNC's digital application.

Requires TNC passengers to register in the TNC's digital network or software application using their real name.

Requires the account holder to indicate when they are not the actual passenger and must input the passenger's real name and upload a photograph of the actual passenger using the service.
