Creates new Section 22-28 allowing public school students receiving high school diplomas to wear U.S. Armed Forces dress uniforms during graduation ceremonies if they have completed basic training, are active members, and are in good standing.

Amends Section 10-22.25b requiring school uniform and dress code policies to comply with Section 22-28, ensuring military uniform rights are protected alongside uniform policies.

Amends Section 34-2.3 requiring local school council uniform and dress code policies to include compliance with Section 22-28 and accommodation procedures for indigent students.

Requires school boards and local school councils to provide reasonable time for students to acquire required uniforms before applying discipline, and to accommodate indigent families in complying with uniform policies.

Protects students whose parents object on religious grounds from mandatory uniform compliance upon submission of signed statement of objection to school board or local school council.
