Amends Section 10-5-5 of the Eminent Domain Act to restrict condemning authority's ability to take possession of property when a jury trial is demanded.

If either party demands a trial by jury, the condemning authority cannot be granted title or possession and the owner cannot be prevented from denying access to the property until the jury determines compensation (except under Articles 20 or 25).

Allows any party to demand a trial by jury to ascertain just compensation when compensation is made by the condemning authority.

Condemning authority must file jury trial demand with the condemnation complaint; property owners must file demand on or before summons return date or publication date.

Confirms just compensation rights apply to owners of off-premises outdoor advertising signs required to be removed or altered, and to property subject to conservation rights under the Real Property Conservation Rights Act.
