Adds an art educator endorsement on an Educator License with Stipulations for applicants who complete a minimum of 60 semester hours of coursework from a regionally accredited institution of higher education or accredited art school and a minimum of 2,000 hours of work experience outside education in each area to be taught.

Art educator endorsement is valid for 5 years from the date of issuance and may be renewed if the applicant passes the basic skills test required under Section 21B-30 of the School Code.

Creates eligibility pathway for experienced artists to teach art in Illinois schools without requiring completion of a traditional educator preparation program.
