• Limits certain payment provisions to pre-need contracts entered before the bill's effective date and excludes agreements for caskets, urns, and floral arrangements from pre-need contract classification if delivered within 180 days of initial payment.

• Amends the Illinois Pre-Need Cemetery Sales Act to require cemetery pre-need sellers to be licensed by the Department of Financial and Professional Regulation and complete at least 24 hours of continuing education every 2 years.

• Requires sellers to disclose and explain funding options to purchasers, including depositing funds in a local banking institution, the seller's trust program, or other means offered by the seller, with purchasers choosing one option.

• Takes effect immediately upon becoming law.
