Design-Build for Public Schools Act (HB5593)

• Authorizes up to 5 design-build demonstration projects statewide for public school districts, allowing a single contract to combine architecture, engineering, and construction services instead of the traditional design-bid-build process.

• Requires school districts to conduct a written determination that design-build delivery will save time or cost, consider project suitability, and establish a selection committee with 5-7 members including at least one licensed design professional.

• Mandates a two-phase selection process where Phase I evaluates qualifications without considering price, and Phase II evaluates technical and cost proposals, with price weighing no more than 30%.

• Requires scope and performance criteria to be prepared by a licensed design professional (either school district employee or independent contractor) who is prohibited from participating in any design-build proposal for that project.

• All projects must comply with Section 2-3.12 of the School Code and be subject to State Board of Education review and approval; the Act repeals on July 1, 2023.
