Adds a $10 surcharge beginning January 1, 2019 for second division vehicles in the 8,000 lbs. and less flat weight plate category that request a special registration plate to identify them as covered farm vehicles.

The $10 surcharge is an annual flat fee deposited into the Secretary of State Special License Plate Fund and does not alter the vehicle's registration classification.

Designation as a covered farm vehicle under this provision applies only upon vehicle owner request and must comply with Article VI of the Illinois Vehicle Code for registration plates.

The Secretary of State is authorized to adopt rules necessary to implement the covered farm vehicle registration surcharge program.

This amendment to Section 3-815 of the Illinois Vehicle Code becomes effective January 1, 2019.
