IL HB5603

Requires municipalities to provide free snow removal (shoveling and salting driveways) for persons with disabilities, seniors (age 65+), and veterans when one inch or more of snow accumulates.

Eligible individuals must register with their municipality by providing identification, proof of current residence, and a signed statement affirming their status as a person with a disability or veteran (seniors need only provide identification and proof of residence).

Defines "person with a disability" as someone with a permanent physical or mental impairment from disease, injury, functional disorder, or congenital condition; "veteran" as someone with honorable discharge from U.S. Armed Services, Illinois National Guard, or Reserve Forces.

Limits home rule powers by requiring home rule municipalities to provide snow removal services in a manner no less restrictive than the bill's requirements.

Program automatically repeals 3 years after the bill's effective date.
