Prohibits municipalities, including home rule municipalities, from operating emergency sewer repair programs.

Requires municipalities maintaining waterworks systems, water supply systems, or combined waterworks and sewerage systems to publish website plans detailing scheduled or foreseeable maintenance and repair of underground water service lines over 5-year and 10-year periods.

Mandates physical copies of maintenance and repair plans be made available for inspection and review at municipal offices.

Requires home rule municipalities to establish and publish scheduled maintenance and repair plans in a manner no less restrictive than state requirements.

Takes effect immediately upon becoming law.
