Prohibits municipal waterworks systems, water supply systems, and combined waterworks and sewerage systems from charging consumers water rates that are court-determined to be unconscionably extreme or represent a gross disparity between the municipality's cost of providing service and the amount charged to consumers.

Applies the rate restrictions to home rule municipalities, designating this limitation as a constraint on home rule powers under Article VII, Section 6(i) of the Illinois Constitution.

Creates three new sections in the Illinois Municipal Code (11-129-6.5, 11-130-3.5, and 11-139-8.5) with identical rate provisions for different types of municipal water systems.

Exempts the mandate from State Mandates Act reimbursement requirements, allowing municipalities to implement the restrictions without state financial assistance.

Takes effect immediately upon becoming law.
