Amends the Illinois Procurement Code to require all state agency service contracts to have appropriated and available funding before execution.

For single-fiscal-year contracts, required funding must be available within that fiscal year's appropriations after accounting for all other recurring and anticipated agency expenses.

For multi-year contracts, funding required for each fiscal year must equal the amount available in the first fiscal year's appropriations after accounting for all other recurring and anticipated expenses.

Persons who sign contracts without required funding commit fraud and are guilty of a Class A misdemeanor; lawyers and certified public accountants are also subject to license revocation.

Exempts contracts intended to be funded by federal or private grants and non-appropriated funding from these requirements.
