HB5611 Summary

• Creates the Department of Innovation and Technology as a new state department, effective March 25, 2016, consolidating information technology functions from 44 transferring agencies under a Secretary of Innovation and Technology appointed by the Governor with Senate confirmation.

• Transfers all information technology functions, personnel, equipment, and records from dedicated IT units across state agencies to the new Department, with employee status, rights, and pension benefits preserved.

• Establishes the Department's authority to provide IT services to state agencies, charge for services, manage information technology infrastructure, and develop statewide IT policies, standards, and security controls.

• Creates the Office of the Statewide Chief Information Security Officer within the Department to oversee cybersecurity, conduct risk assessments, manage security incidents, and ensure compliance with information security standards across all state agencies.

• Makes conforming changes to multiple statutes including the Civil Administrative Code, State Finance Act, Illinois Century Network Act, Illinois Pension Code, and various other laws to reflect the new Department's role and responsibilities.
