IL HB5622

Amends the Mental Health and Developmental Disabilities Administrative Act and Illinois Public Aid Code to require the Department of Human Services to establish reimbursement rates that build toward livable wages for front-line personnel serving persons with intellectual and developmental disabilities.

Requires direct support persons to earn a minimum base wage of $13.50 per hour by July 1, 2018, and $15 per hour by July 1, 2020, with other front-line personnel earning commensurate wages.

Defines "front-line personnel" as direct support persons, aides, front-line supervisors, qualified intellectual disabilities professionals, nurses, and non-administrative support staff in residential and day programs, community-integrated living arrangements, and employment services.

Applies to facilities and programs serving persons with intellectual and developmental disabilities that receive state funding or Title XIX federal Social Security Act funding.

Takes effect immediately upon becoming law.
