Alternative retail electric suppliers must annually submit to the Illinois Commerce Commission and Attorney General rate information charged to residential customers in the prior 12-month period, including fixed/variable rates and all fees, beginning June 1, 2019.

Marketing materials for alternative retail electric suppliers must contain the current utility price and adequately disclose all prices, terms, and conditions before customers are switched.

Alternative retail electric suppliers certified to serve residential customers cannot charge customers receiving Illinois Low Income Home Energy Assistance Program benefits more than the public utility supply price, effective September 1, 2018; existing agreements exceeding this price shall not be renewed.

Violations of alternative retail electric supplier obligations under the Public Utilities Act constitute violations of the Consumer Fraud and Deceptive Business Practices Act.

The Director of Retail Market Development's annual report must include rate information submitted by alternative retail electric suppliers, beginning June 30, 2020.
