Modifies teacher retirement rules allowing retired teachers to work up to 100 paid days or 500 paid hours per school year starting July 1, 2020, with restrictions on classroom assignments during certain periods.

Creates Short-Term Substitute Teaching License (valid until June 30, 2023) for individuals with associate's degrees or 60+ college credit hours, limited to 5 consecutive days per licensed teacher and requiring completion of training programs.

Establishes short-term substitute teacher training programs to be jointly developed by school boards and teachers, covering curriculum, classroom management, school safety, and district operations.

Reorganizes educator licensing system with multiple license types including Professional Educator License, Educator License with Stipulations, Substitute Teaching License, and temporary Short-Term Substitute Teaching License with various endorsement options.

Modifies application fees for substitute teaching licenses ($50 for regular, $25 for short-term) and allows fee refunds for licensees who teach at least 10 full school days within one year of issuance.
