• Transfers all powers, duties, and assets of the Kaskaskia Commons Permanent Fund to the Kaskaskia Island Drainage and Levee District in Randolph County, effective upon enactment.

• Allows transferred assets to be used for purposes authorized under the Illinois Drainage Code or for educational purposes including tuition assistance, scholarships, meeting facilities, and direct payments to educational institutions for island residents.

• Closes the Kaskaskia Commons Permanent Fund following the transfer of all assets to the District.

• Removes special provisions from the School Code (Sections 5-22 and 5-28) that required proceeds from property sales on Kaskaskia Island to be paid to the State Treasurer; proceeds will now follow standard school district procedures.

• Repeals the original 1909 Act provisions (Sections 1-16) creating the Kaskaskia Commons fund and sale procedures, replacing them with the new governance structure.
