Removes the previous season limit of 5 river otters per person per season, allowing the Director to set river otter limits annually by administrative rule.

Prohibits hunting or trapping bobcats in 34 specified northern and central Illinois counties and portions of Edgar, Douglas, and Macon counties effective upon passage.

Sets temporary bobcat harvest limits of 350 bobcats for the 2017 season and 375 bobcats for the 2018 season, with these provisions expiring June 30, 2019.

Maintains bobcat season limit of one bobcat per permit and retains existing regulations for other fur-bearing mammals including raccoon, fox, weasel, mink, muskrat, and badger.
