Allows trappers to mark traps with either their name and address or a customer identification number issued by the Department of Natural Resources, rather than name and address alone.

Requires the Department of Natural Resources to authorize department personnel or volunteer instructors to provide at least 8-hour trapping education courses at no charge covering trapping techniques and ethical behavior.

Mandates that persons born on or after January 1, 1998 obtain a certificate of competency from a trapping education course before receiving a trapping license, effective January 1, 2016.

Continues to exempt farm owners and tenants, along with their children living on the farm, from licensing requirements when trapping during open seasons on their own land.

Takes effect upon becoming law.
