Bridge Program for Underrepresented Students Act Summary

• Public universities in Illinois may establish Bridge Programs for underrepresented students, including racial/ethnic minorities, students from underenrolled counties, and low-income students with zero expected family contribution.

• Program is limited to state residents who attended high school in Illinois for at least 3 years and graduated no earlier than fall 2018, with priority given to applicants experiencing historical economic or cultural deprivation.

• Each university establishing a Bridge Program must designate a full-time director responsible for program development, enrollment management, staff oversight, and collaboration with other university offices including admissions and financial aid.

• Appropriated funds may only be used for testing, counseling, remedial/developmental courses, tutoring, supplemental financial assistance (books and maintenance), and program staff costs.

• Universities must publish annual reports by September 1 detailing program objectives, budgetary expenditures, applicant and enrollment numbers, student progress, retention rates, graduation rates, and faculty dedicated to the program.
