Chief executive officer must prepare a 10-year Educational Facility Master Plan every 5 years with updates 2.5 years after approval, first plan due by October 1, 2013.

Master Plan must include community and school-level analysis covering enrollment data, facility assessments, demographic information, funding sources, and procedures for citizen involvement in building disposition decisions.

Board must adopt a policy by December 1, 2018 to address under-enrolled schools through interventions including joint-use agreements, attendance boundary changes, and enrollment increase strategies.

Districts must establish capital needs review processes and publish annual one-year and five-year capital improvement plans with detailed project information, funding sources, and relationship to the Educational Facility Master Plan.

When schools undergo closure or consolidation, districts must implement transition plans providing academic support, transportation, school choice options, and comparable social services for affected students for at least one full academic year.
