Creates the Jobs Creation Task Force consisting of 8 members including the Secretary of Financial and Professional Regulation (as Chairperson), Director of Governor's Office of Management and Budget, Attorney General (non-voting), one small business representative, two licensed professionals, and two unlicensed individuals appointed by the Governor.

Requires the Task Force to review each regulated occupation at least every 5 years and assess the occupation's functions, board efficiency, licensing objectives, necessity of licenses, and fee structures.

Mandates the Task Force to review any proposal to license a new occupation upon request from a member of the General Assembly or legislative staff, and to prepare annual reports to the General Assembly and Department of Financial and Professional Regulation.

Task Force annual reports must include the number of licensed individuals, board actions, budget and fiscal information, economic impact assessment, and recommendations regarding modification, termination, or consolidation of licenses and boards.

Requires the Task Force to seek and consider public input when considering recommendations to eliminate a license or change a regulated occupation, with all Task Force expenditures paid through appropriations to the Governor's Office of Management and Budget.
