Amends Section 15-301 of the Illinois Vehicle Code to allow special permits for agricultural commodity transport on 2-axle, 3-axle, 4-axle, and 5-axle vehicles with specified axle load tolerances (35% for 2-axle, 20% for 3-4 axle, 10% for 5-axle vehicles).

Establishes a new subsection (e-1) creating automatic special permits from September 1 through December 31 for vehicles exceeding axle and gross weight limits by up to 10%, eliminating the need for Governor declaration of emergency harvest situations.

Expands the definition of "agricultural commodities" to explicitly include fruits, vegetables, ensilage, and various livestock (hogs, equine, sheep, poultry) in addition to grain crops.

Increases Illinois State Police escort fees from $60 per hour to $75 per hour for oversized load movements, with minimum fee of $300 per State Police vehicle.

Makes grammatical and technical corrections throughout, including changing "tow-truck" to "tow truck," "off route" to "off-route," and "paragraph" to "subsection" in applicable sections.
