Amends Section 21B-25 of the School Code to establish requirements for educator license endorsements, including principal, chief school business official, superintendent, teacher leader, special education, and school support personnel endorsements.

Principal endorsement requires successful completion of an approved principal preparation program, at least 4 years of teaching or school support personnel experience in Illinois or recognized out-of-state schools (or Department of Corrections schools), and a master's degree or higher from a regionally accredited institution.

Allows State Board of Education to permit fewer than 4 years of experience for principal endorsement based on performance evaluations and demonstrated qualifications as established by rule.

Converts existing general administrative endorsements to principal endorsements through July 1, 2015 for individuals with at least one year of relevant experience in the prior 5 years, with multiple pathways including principal assessment passage or completion of approved preparation programs.

Establishes that teacher leader endorsement provides a career pathway for teachers in leadership roles (such as department chairs, coaches, mentors) without requiring principal certification, requiring a master's degree and completion of an approved program.
