HB5774 - Lodging Services Human Trafficking Recognition Training Act

• Creates mandatory human trafficking recognition training requirement for hotels and motels, including casino hotels, beginning June 1, 2019.

• Department of Labor shall develop training curriculum by January 1, 2019 covering human trafficking definitions, at-risk population identification, labor versus sex trafficking, and employee reporting protocols.

• Training program must include guidance on identifying victims most at risk for human trafficking and distinguishing between labor and sexual exploitation in lodging contexts.

• Department of Labor may approve privately developed training programs that comply with act requirements and are created with assistance from recognized anti-trafficking organizations.

• Department of Labor must obtain approval from the United States Department of Justice for the human trafficking recognition training program.
