County board may propose dissolution of a local government unit by ordinance, which must detail cost savings and purpose, and be published in a newspaper and county website

County board chairman must commission an audit of the unit's claims, receipts, property inventory, and debts within 30 days or as soon thereafter as practicable

County board may adopt an ordinance authorizing dissolution not less than 60 days after court appoints a trustee-in-dissolution, at which point the State's attorney becomes legal representative, county treasurer becomes treasurer, and county clerk becomes secretary of the dissolving unit

Dissolution is subject to a backdoor referendum requiring either 7.5% of registered voters or 200 voters (whichever is less) to petition within 30 days to force a public vote on the question

If no petition is filed within 30 days, the county board chairman may proceed with dissolution; if petition is filed and referendum passes by majority vote, the chairman is authorized to proceed with dissolution
