Amends the Department of Veterans' Affairs Act to require bi-annual reports to the General Assembly on January 1 and July 1 of each year regarding health and welfare of Veterans Home residents.

Each report must include the number and nature of complaints made by residents, emergency contacts, next of kin, or power of attorney representatives.

Reports must document any epidemics reported at Veterans Homes and provide detailed information on communicable disease cases, including symptom onset dates, diagnosis dates, and actions taken to control disease spread.

Defines "case" as a Veterans Home resident with an illness from a communicable disease and "communicable disease" as an illness transmitted from infected persons, animals, or environmental sources to susceptible hosts.

Takes effect July 2, 2018.
