• Amends the School Code to require school report cards prepared by the State Board of Education to include the percentage of students by grade level who have individualized education programs (IEPs) or federal Section 504 plans and who are chronically absent.

• Adds "average daily attendance" as a required data element on school report cards, defined as the average actual attendance days during the previous school year for enrolled students subject to compulsory attendance.

• Requires school district report cards to include average daily attendance data specifically for students with IEPs and students with 504 plans that provide special education services within the district.

• Effective July 1, 2018.
