HJR0008 - Juvenile Confinement

• Urges the Department of Juvenile Justice to establish minimum confinement periods for isolated detention in youth facilities, ranging from 7 to 14 days minimum depending on offense severity, with a maximum of one month.

• Requires 14-day minimum confinement for violent assault and sexual assault offenses; requires 7-day minimum for arson, assault, bribery/extortion, dangerous contraband, dangerous disturbance, escape/runaway, and sexual misconduct.

• Establishes maximum penalties for other violations including damage to property (minimum 7 days confinement, maximum one month), fighting (minimum 3 days confinement, maximum one month), and unauthorized movement (minimum 7 days confinement, maximum one month).

• Specifies additional penalties for property damage, fighting, and unauthorized movement including loss of privileges (2-6 months), good time revocation (6 months), and delays in Prison Review Board recommendations (6 months).

• Directs copies of the resolution be sent to the Governor, Director of Juvenile Justice, and Joint Committee on Administrative Rules.
